Business Subject Matter Expert
Location: Jefferson City, MO 65109
Duration: 4/30/2021

Duties and Responsibilities:
• The subject matter expert guides how one can achieve and resolve an organizational need and actively participates in all phases of the program.
• Have a deep understanding, knowledge, and experience in workers’ compensation and case management processes or technology.
• Research, analyze, and apply regulations and recommend amendments as required to meet the organizational needs.
• Assist the project management team with day-to-day tasks related to modernization.
• Successfully engage in multiple initiatives simultaneously.
• Collaborate with stakeholders to analyze requirements and deliver the documentation needed for the project to be successful.
• Collaborate with the team and provide hands-on work on Request for Proposals (RFP''''s) for different phases/modules of the Modernization Program.
• As a subject matter expert, understand, articulate, and implement best practices related to Modernization efforts.
• The subject matter expert may lead or be an active participant in a work-group with the need for specialized knowledge and a workstream.
• Analyze problems independently, research and recommend solution alternatives, and execute steps to address business process gaps, data issues, and external interface issues.
• Support legal counsel to evaluate legislative mandates and system enhancements to assess and document impacts on the modernization project.
• Provide support such as developing conversion strategies, test scenarios, reporting requirements, and performing validation testing for the core application and reports.
• Provide support for implementation activities, such as requirements analysis, development of business impact, and support the client User Acceptance Testing (UAT) effort.
• Daily interaction with the project management team and the Project Director toward program modernization.
• Provide Subject Matter Expertise in training programs, processes, and techniques.
• Oversee and assist in developing Training Support Packages (TSP''''s.)
• Oversee and advise on the development of practical and relevant training curriculums.
• Oversee requirements of specific technical, training, and support areas for different projects.
• Support Project Director with scope definition for multiple phases, requirements gathering, and other duties as assigned.
• Participate in special projects as required.
• Strong writing skills and experience in developing a variety of written products.
• Experience taking poorly framed thoughts/objectives and formulating them into clear direction and actionable steps.
• Suggest new ideas/recommendations to enhance business adoption through lean process improvement and assist in implementing these in a systematic and defined manner.
• Support the Project Director in developing presentations and reports for senior management.
• Work with internal business units as well as technical team leaders.
• Maintain consistent communication between Business, Project, and IT groups to ensure information is clear, well-defined, and understood.

Skill Set Desired:
• Overall 10+ years experience as a Business Subject Matter Expert
• Minimum 5 years of relevant workers'''' compensation experience.
• Excellent oral and written communication (verbal, written, listening) capabilities and techniques (working side-by-side with state counterparts). Self-starter, quick learner, and a team player to achieve the ultimate goal.
• Strong problem solver, along with the ability to multi-task.
• Prior experience in all of the following areas:
o Business process improvement,
o Business policies and procedures,
o Business system integrations
o Able to trace requirements throughout the lifecycle of the project.
• Work independently and across many initiatives at once.
• Proven client management skills.
• Experience in requirements gathering and business process re-engineering (BPR) analysis.
• Demonstrate and provide leadership qualities such as accountability, responsibility, initiative, commitment, and flexibility.
• Support the system development lifecycle (SDLC) to include evaluation, planning, architectural, analysis, design, engineering, testing, documentation, and integration activities necessary for development and implementation.
• Researching and contributing non-functional information to the requirements documentation.
• Contributing to other procurement documentation, including RFP''''s.
• Contributing to the development of the evaluation criteria to be applied to bidder responses.
• Support reviewing vendor responses at all stages of the procurement process.
• Identifying further points of clarification required in bidder responses and responding to the Project Director''''s requests for additional information as needed for the procurement process.
• Attending bidder briefings and Competitive Dialogue meetings as needed.
• Identification and support in resolving operational problems using expertise and judgment.
Desired Qualifications
• RFP writing experience
• Proficient in Microsoft Office applications
• Data migration/conversion
• Leads and facilitates focus group discussions to lean out processes
• Develops Clear and cogent documents to justify plans of action
• Knowledge of the workers’ compensation industry and a good understanding of traditional and new technologies
• Hands-on experience in government workers’ compensation System Modernization with other states, Organizational Change Management, and process improvement is a huge plus.
